Community Care Planning and the Problem of Participation

Abstract:
The paper deals with an analysis of the processual features of community care planning in the Czech Republic. It comes to conclusion that the participative nature of community care planning which in theory is treated as a substantial feature of the process is only partially implemented in reality. Problems arise mainly in the participation of municipality representatives and the representativeness of involved users. The author shows that the deficiencies of participative nature of community planning are influenced by the institutional context of community planning in the Czech Republic, in part by the design of public government institutions, in part by the institutions of civil society. The analysis is based on a qualitative research of community planning processes in three municipalities in the Czech Republic. Interviews with main actors and observation of the process were used to collect the data.
