Priorities of Regions and Municipalities with Regard to Social Services for Seniors and Disabled Persons

Abstract:
Medium term social services development plan is a key strategic document of the municipal authority or regional authority respectively. It defines priorities in the sub-area of social services for the whole geographic area it covers. However, the range of priorities defined in planning documents can be very broad. As a rule they differ according to the groups they target. This paper therefore only focuses on the priorities in social services for seniors and disabled persons. These two groups are the most commonly targeted groups in medium-term social services development plans formulated using the community planning method. The paper presents the findings gained by questionnaire-based surveys conducted among regions and municipalities with extended competence in 2009, which included questions examining priorities and measures concerning social services for these target groups.Keywords:
